[Bio]
Sargent Liam Benson, trained for 10 years and always followed the chain of command and did his duty. Except on one mission doing his duty cost the lives of virtually everyone in his unit, only he survived; and his reward for doing his duty was a dishonourable discharge and hate mail from the families of his fallen comrades. Ruined, confused and angry over the injustice an epiphany came to his mind, each and every man he lost was his responsibility and so it was his duty to reunite them with their families. Seeing as he couldn't do it in life he would reunite them in death and thus began his one man crusade to assassinate each and every family member of each of his fallen Soldiers. 

[Abilities/Powers]
-Master Tactician, a soldier in mind and body he is able to navigate environments like a battlefield and can outmanoeuvre and beat almost any foe
-Expert in all firearms, with marksmanship skills to rival the likes of Deadshot and Deathstroke this man is a one-man army
-Top Physical condition, remarked as perhaps the best soldier prior to his discharge he can contend with almost any opponent
-Heightened Stamina, whether by training or other means Saikai can usually beat his opponents by simply outlasting them and then ending them

[Side Notes]
He is so singlemindedly devoted to his crusade making him nigh unstoppable, his fractured mentality serves to show a distinction between warriors (like Fox) and soldiers, those who follow orders regardless of morality and those who follow their own moral compass. His name is Japanese for Reunite

Ooo, this guy is particularly driven. He's somewhat sympathetic, due to his guilt over what happened, but not enough to feel fully sorry for him. His MO is a twisted version of closure, and one could argue that he hasn't fully dealt with what had happened. His crimes he thinks are his atonement, instead he causes more heartache and death. There have been villains who have targeted bloodlines before, but I do not recall any that kills whole families to reunite them with departed soldiers. It is a twisted character, and that makes him an enjoyable one. I doubt he'd find the closure he needs; but I hope Fox and Co can stop him!

We've all seen near future sci fi, we all know the formula of what characters in this world are supposed to look like yet lord of justice has been able to give this a new twist. He has a metal gear and splinter cell vibe to him while still breathing in his own ideas into this characters form while the strong green contrasts well with his black uniform and makes him easily recognisable (ideal for comic book characters). In short he is very well designed.
However I am not a boot licker there are some flaws. His anatomy is off and his feet do not naturally rest on the floor which isn't helped by the fact that he leans awkwardly to the left on-top of this there is no real shading causing him to look flat. I would recommend sketching people from life more to get a better idea of proportions and positioning of limbs.
To summarise the character design is fantastic but your drawing technique needs more development :D

I actually feel bad for this character's background. It's tragic and draws pity and sympathy for his extreme guilt. While simultaneously drawing ire and hate for the way he goes about further destroying the families of his fallen soldiers.
I agree with Dkalban's assessment of his MO and that Saikai hasn't fully dealt with what happened.
He is very interesting and I think I like him the most out of your villains.
